Syndicate within DFA corners juicy contracts

JUSTIFICATION FOR THE PLUNDER RAPS VS. DFA OFFICIALS: Reynaldo Joson, the chief of the Sanitary and Hygiene Unit of the Department of Foreign Affairs (DFA), cited six (6) specific reasons to justify his filing plunder and graft charges against his fellow top officials of the DFA which involve the department’s P5 billion yearly budget for repair and renovation, in a complaint he filed with the Office of the Ombudsman.

Let us read what Joson himself said, unedited: “This complaint is being filed primarily as follows: (a) To show that there is a continuing anomalous transactions and manipulation of the DFA budget committed by various officers who are in connivance with each other.

“(b) The various allotted budget for alleged renovation or rehabilitation `projects’ are in grave violation of the National Building Code (Section 301, PD 1096, amending RA 6541) due to the failure of the concerned DFA officers to secure the required permits and certificates of completion from the Engineering Office of Pasay City.

DFA HAS NOT ACQUIRED THE TITLE OVER ITS OWN LAND? “Due to this failure to secure the required permits and certificates of occupancy, these alleged `projects’ could simply be implemented all over again in only a shot span of time.

“( c ) The concerned DFA officials likewise failed to secure the title/s to the land and building (where the DFA offices are now housed which were) acquired from the Asian Development Bank of the Philippines (sic) since its purchase.

“Due to this failure, there is no actual transfer of ownership of the real property and could not secure the required tax declaration for purposes of taxation, thereby depriving the Local Government of Pasay City of the needed real property taxes.

“SYNDICATE WITHIN DFA CORNERS JUICY CONTRACTS”: “The title is also necessary before any building permit o clearances could be secured for any renovation or construction and the subsequent occupancy or completion clearances on the projects implemented on the property.

“(d) To show that there is a continued appropriation of projects which are either mere repairs of previous projects but were not properly accomplished and failure of the contractors and sub-contractors to fully comply with the terms and conditions of the contract through the negligence or lack of supervision by the responsible officers of the DFA among whom are the respondents in this complaint.

“(e) To show that there is a syndicate or group of persons within the DFA office who are cornering projects in connivance with the alleged winning contractors. (f) To show that there is a need for the Ombudsman and other government agencies to curb this continuing misappropriation of the budget allocated to the DFA.”
